Why are people doing this?

Hi, so i see a lot of bounty hunters that jump low lvl players that won't even give them bounty, ex. lvl 2600 jumps lvl 1000 (the fact is that these bounty hunters probably only do this to make their ego bigger). And the question is, why do noobs run? Like i understand if they have smth like a god chalice, fist of darkness or smth. But if they don't have anything, then why do they run?

Can someone explain?
